Head of Social Care and Mental Health ? Department of Health The
Department of Health?s vision is a healthier Ireland, with improved
health and wellbeing for all, and with the right care delivered in the
right place at the right time. The Department is engaged in an
ambitious and wide-ranging programme of reform under the umbrella of
Sl?intecare, the ten year plan for the health service.

The Department also has a significant leadership role in relation to
the State?s response to Covid-**Apply on the website**, providing
relevant advice, guidance, policy and legislative proposals for
Government on the required public health measures to address the
impact of the pandemic on society. Reporting to the Secretary General,
the Head of Social Care and Mental Health will lead policy development
and the oversight of provision of services for older people, mental
health services, drugs policy and social inclusion.

The person appointed will provide leadership to meet the following
policy objectives:
? enhance the quality of life of older people, and support them in
their homes and communities and, where this is not possible, provide
them with access to appropriate quality long term residential care;
? oversee the implementation of the ?Sharing the Vision? mental
health policy and ?Connecting for Life? suicide reduction
strategy;
? strengthen the health-led approach to drug and alcohol misuse and
improve access to health care for groups with particular health needs,
including those experiencing homelessness and members of the Traveller
and Roma communities. The successful candidate will have:
? a strong track record of leadership and achievement at an
appropriate senior level in key areas, including policy/strategy
formulation, legislation, performance management/oversight and
governance with a high level of management and organisational skills
and clearly demonstrating the vision necessary to undertake the role;
? the ability to quickly develop and maintain key relationships with
senior managers, with Ministers and with Government and a highly
developed ability to negotiate and influence in order to deliver
results in respect of key Programme for Government commitments in
respect of older persons, mental health and social inclusion;
? excellent communication skills, with the ability to network
effectively and to successfully manage relationships with a broad
range of interests that impact on the health and social care sectors
under the Department?s remit ? including Government Departments
and agencies and organisations in the statutory, voluntary, community
and independent sectors;
? a proven ability to drive change and deliver results through
leadership, motivation and management of people along with a clear
focus on accountability, performance oversight and improvement;
